Funding also was external in case of all the groups I mentioned, sometimes by a nation state (the USSR) sometimes by individual donations (IRA). Also, the police investigations into London and Madrid worked out pretty well.</description>

This is not the terrorism that the U.S. fears (even though we've seen some of it, but from isolated individuals), so it's not clear that the solutions applied elsewhere are obviously applicable when you fear terrorism that originates abroad.=</description>
