A secret document which sets out a procedure for dealing with child sex abuse scandals within the Catholic Church is examined by Panorama.
Crimen Sollicitationis was enforced for 20 years by Cardinal Joseph Ratzinger before he became the Pope.
It instructs bishops on how to deal with allegations of child abuse against priests and has been seen by few outsiders.
Critics say the document has been used to evade prosecution for sex crimes.
Crimen Sollicitationis was written in 1962 in Latin and given to Catholic bishops worldwide who are ordered to keep it locked away in the church safe.
It instructs them how to deal with priests who solicit sex from the confessional. It also deals with “any obscene external act … with youths of either sex.”
It imposes an oath of secrecy on the child victim, the priest dealing with the allegation and any witnesses.
Breaking that oath means excommunication from the Catholic Church.
Reporting for Panorama, Colm O’Gorman finds seven priests with child abuse allegations made against them living in and around the Vatican City.
One of the priests, Father Joseph Henn, has been indicted on 13 molestation charges brought by a grand jury in the United States.
During filming for Sex Crimes and the Vatican, Colm finds Father Henn is fighting extradition orders from inside the headquarters of this religious order in the Vatican.
The Vatican has not compelled him to return to America to face the charges against him.
After filming, Father Henn lost his fight against extradition but fled the headquarters and is believed to be hiding in Italy while there is an international warrant for his arrest.

Dat blijkt uit een persbericht van het openbaar ministerie in Den Bosch, dat gisteren ondanks een publicatieverbod van de top van justitie in handen viel van De Telegraaf. Uit de nooit openbaar gemaakte informatie blijkt dat het gerechtshof in Arnhem in 2001 op basis van een advies van het Pieter Baan Centrum (PBC) heeft besloten om de tbs-dwangverpleging van de gevaarlijke serieverkrachter voorwaardelijk te beëindigen.
Heeze was in 2001 enige tijd in de psychiatrische observatiekliniek van het ministerie van Justitie opgenomen. Volgens het PBC kon hij weer naar huis, op voorwaarde dat hij door de reclassering werd gevolgd. Dat advies ging lijnrecht in tegen behandelaars van de Van Mesdag Kliniek, die het onverantwoord vonden om Heeze al los te laten op de maatschappij.
Tot twee keer toe werd de voorwaardelijke tbs daarna verlengd. In het voorjaar van 2003 meende een justitieel forensisch psychiater dat de tbs van Heeze geheel moest worden beëindigd. De officier van justitie besloot daarna om geen verlenging meer te vorderen.

On July 10, 2001, two months before the attacks on the World Trade Center and the Pentagon, then-CIA Director George J. Tenet met with his counterterrorism chief, J. Cofer Black, at CIA headquarters to review the latest on Osama bin Laden and his al-Qaeda terrorist organization. Black laid out the case, consisting of communications intercepts and other top-secret intelligence showing the increasing likelihood that al-Qaeda would soon attack the United States. It was a mass of fragments and dots that nonetheless made a compelling case, so compelling to Tenet that he decided he and Black should go to the White House immediately.
Tenet called Condoleezza Rice, then national security adviser, from the car and said he needed to see her right away. There was no practical way she could refuse such a request from the CIA director.
Tenet and Black felt they were not getting through to Rice. She was polite, but they felt the brush-off. President Bush had said he didn’t want to swat at flies.
As they all knew, a coherent plan for covert action against bin Laden was in the pipeline, but it would take some time. In recent closed-door meetings the entire National Security Council apparatus had been considering action against bin Laden, including using a new secret weapon: the Predator unmanned aerial vehicle, or drone, that could fire Hellfire missiles to kill him or his lieutenants. It looked like a possible solution, but there was a raging debate between the CIA and the Pentagon about who would pay for it and who would have authority to shoot.
Besides, Rice seemed focused on other administration priorities, especially the ballistic missile defense system that Bush had campaigned on. She was in a different place.
Tenet left the meeting feeling frustrated. Though Rice had given them a fair hearing, no immediate action meant great risk. Black felt the decision to just keep planning was a sustained policy failure. Rice and the Bush team had been in hibernation too long. “Adults should not have a system like this,” he said later.
The July 10 meeting between Tenet, Black and Rice went unmentioned in the various reports of investigations into the Sept. 11 attacks, but it stood out in the minds of Tenet and Black as the starkest warning they had given the White House on bin Laden and al-Qaeda. Though the investigators had access to all the paperwork on the meeting, Black felt there were things the commissions wanted to know about and things they didn’t want to know about.
A deal on the transfer of data about air passengers leaving the European Union for the US has run out, following the collapse of talks on its renewal.
The need to renegotiate the deal came as a result of a European Court of Justice ruling in May, and there have been repeated warnings since then that chaos would ensue if the talks failed.
Airlines have been threatened with fines of $6,000 per passenger or withdrawal of landing rights if they fly to the US without supplying the data, which American officials use to try to identify potential terrorists.
But the airlines could face prosecution under national data protection laws in EU member states if they do hand over the information.
One EU official told BBC News that generally speaking the EU wanted to give away less data, while the US wanted more.
In future, the EU also wants to go over to a system where airlines “push” the data across to the US, rather than allowing the CBP to continue “pulling” it.
Additionally, European privacy authorities want the US to give legally binding guarantees regarding the protection of the data concerned, instead of the existing non-binding undertakings.
On the other hand, US Secretary of Homeland Security Michael Chertoff has said the CBP needs to be able to share the data more freely with other government departments, such as the FBI.

One of the more troubling subplots running through “State of Denial” involves Prince Bandar, the long-time Saudi ambassador to the United States. By Woodward’s account, when then-Texas Gov. George W. Bush decided to run for president, his worried father enlisted Bandar, an old family friend, to tutor the son on foreign policy. When Bandar arrived in Austin, the younger Bush blithely observed that while he had lots of ideas about domestic policies he didn’t have a clue about foreign affairs. The Saudi took him under his wing, but he proved a trying pupil, who addressed his mentor as “asshole” and “smart aleck.” (Perhaps this is how hereditary princelings affectionately address each other?) At one point, the younger Bush peevishly demanded to know why he needed “to care about North Korea.” Bandar pointed out that, if he became president, he would have 35,000 American troops sitting on the DMZ.
Later, with a Bush back in the White House, Bandar bullied the president into explicitly endorsing a two-state solution to the Israeli-conflict by threatening a total cutoff of Saudi support for U.S. policies. (Bush may never have played poker, but Bandar obviously has.) In another instance, the Saudi prince imperiously demanded and, worse, obtained two CIA officials to accompany him on a wild goose chase to Pakistan, where he hoped to kill Bin Laden. During a meeting in the Oval Office, according to Woodward, Bush personally thanked Bandar because the Saudis had flooded the world oil market and kept prices down in the run-up to the 2004 general election.
You don’t have to be Michael Moore to find all this unsettling. Equally disquieting, Woodward’s source for all this has to be Bandar or one of his intimates, acting at the Saudi’s behest. What that suggests is that, after decades of arduously cultivating the Bush family, one of the shrewdest operators on the world stage has written off George W. Bush.

And now, when it is clear that George W. Bush is – to put it plainly – a self-deluding addlepate in the late Nixon mode (without any of Nixon’s considerable intelligence, of course), and that the orgy of war profiteering and corporate welfare he has thrown for the elite has reached a level of such murderous frenzy that it threatens to kill the whole golden goose of American power – or at least seriously damage the bottom line for years to come – the Establishment has turned to Woodward once again. And the old trouper has delivered.
