This kind of difficulty applies to many institutions that were started long ago and now seem to many people that they are run for the benefit of the staff, not so much for the public. Such things as state-run postal services, justice/law enforcement, mental health services, legislatures.
All of these now have parallel, sometimes for profit, businesses that have been started to satisfy some public need for better, more flexible services.
